constructed before 1960 throughout the five boroughs must undergo a certified XRF lead
paint inspection. Lead-based paint testing must be performed by an independent EPA-
certified lead inspector or risk assessor to meet NYC HPD compliance requirements.
What is Local Law 111?
NYC Local Law 111 requires mandatory XRF lead paint testing of common areas in applicable
residential rental buildings constructed before 1960. Testing must be completed by an EPA-
certified lead inspector or risk assessor to identify lead-based paint and maintain NYC HPD
compliance.
What is XRF testing?
XRF (X-Ray Fluorescence) testing is a non-destructive method used to detect lead in painted
surfaces. The handheld analyzer provides immediate results without damaging walls, doors,
windows, trim, or other building components. It is the industry-standard method accepted by
the EPA and HUD for lead paint inspections.
Are pre-1960 NYC buildings required to be tested?
Yes. Under NYC Local Law 31, all applicable rental apartments in residential buildings
constructed before 1960 across Brooklyn, Queens, Manhattan, the Bronx, and Staten Island
must receive an XRF lead paint inspection, regardless of whether a child lives in the unit.
Testing must be performed by an independent EPA-certified lead inspector or risk assessor,
and property owners must retain the inspection records for NYC HPD compliance.
Is intact lead paint dangerous?
Lead paint that is in good condition generally presents a lower risk. However, when paint

Do I Need Lead Dust Wipe Testing?

state, or local regulations, the project contract, or the property owner. Dust samples must be
collected by a certified lead professional and analyzed by an EPA-recognized laboratory to
